Free, full-time preschool for kids ages 3 and 4!

Preschool Promise offers culturally relevant early child care and education programs in a wide variety of settings across Lane County, including home-based, center-based, and school-based care. All preschools offer hours comparable to full-day kindergarten and provide supplies and meals. Families must meet income eligibility requirements to qualify.

*If you are determined eligible, that does not guarantee a spot within a Preschool Promise program. Please stay tuned for lotteries, as these will determine if you are given a spot or are waitlisted.

2026–27 School Year Timeline

  • Application Opens: April 1, 2026

  • Last Day to Submit for First Lottery: April 24, 2026

2026-27 School Year

The Preschool Promise application for the 2026-27 school year will go live on April 1, 2026. To be notified when the application goes live, fill out the interest form below prior to March 31, 2026.

Irving and Danebo Preschool Promise will become one site, Bethel Preschool Promise, located at 4646 Barger Dr, Eugene, OR 97402.

LCC Downtown will merge with LCC Main Campus at its site, keeping the same name and located at 4000 East 30th Ave. Eugene, OR 97405.

  • If your application states that you submitted it on May 9th, that means you have applied with us before. This could mean you already have an application in the system and won’t need to reapply.

  • If you are unable to make additions or changes to your application.

  • If you are unable to see any or all providers when applying.

  • If you are unable to add or change your program preferences, please try scrolling to the side, searching the provider name, or using a new device to fill out the app.

Eligibility

AGE: Will your child be 3 or 4 years old by September 1, 2025?

  1. RESIDENCY: Do you live in Oregon?

  2. INCOME: According to the chart below, is your household’s total income (before taxes) at or below Preschool Promise’s maximum annual income?

  • *Income maximum does not apply to children in foster care.

  • *Household size includes parent(s)/legal guardian(s) of applicant child & other relative dependents living in the house.

  • *Eligibility Specialists may make an adjustment to a family’s gross income calculation for the purposes of determining eligibility to account for excessive housing costs.

  • *We now accept SNAP and Adult OHP Cards! You must submit insurance cards for the parent. In general, for public assistance benefits, we accept benefit letters.

2026-27 Income Eligibility Charts:

Lotteries

  • After a lottery: the family will be notified via email if you are offered a placement or waitlisted. You have ten days to accept or decline your offer.

  • To accept/decline: log in to your parent portal, select your application, and mark "accept or decline." If you encounter any issues with the portal, call 541-741-6000, extension 201, or email preschoolpromise@unitedwaylane.org for assistance.

    Once you accept placement: a Preschool Promise Enrollment Specialist will send a welcome email to connect you to the preschool. This may take up to a week after your acceptance. The preschool will then contact you to schedule a start date for your child. If you need further assistance or haven't heard from your Specialist, email preschoolpromise@unitedwaylane.org.

  • Please note: We are accepting applications all year round. Please keep an eye out, as we may send you emails, calls, or texts about your enrollment or application status.

  • 📢 Preschool Program Update: If you received an email offering your child a spot in one of our Preschool Programs, please confirm your acceptance as soon as possible! You can respond by clicking the link in your email, texting, emailing, or calling us directly. Please note that your offer will be automatically declined if we do not receive a response by the deadline. Unfortunately, the offer cannot be reinstated once the deadline has passed.

  • 📢 Preschool Application Notice: If you received a waitlist email after an earlier offer email, or encountered a faulty link, please reach out to us directly to confirm your application status.

  • ✅ You can log into your Parent Portal to view the status of each program you applied to.

Enrollment

To support our equity goals of focusing public funding towards communities that have been historically under-served and those who may have not had ready access to services, Preschool Promise does not enroll students on a first-come, first-served basis. Instead, we run a randomized, computer generated lottery to fill seats in the summer before the beginning of the school year. Due to processing time, to be considered for a lottery, there may be an application submission due date. However, we will still continue to process all applications as they come in, running lotteries as seats open up throughout the year.

Enrollment Priorities

One priority of the Oregon Department of Early Learning and Care (DELC) is to ensure continuity for families that currently receive services. This includes the following groups of children:

  • Children who are currently enrolled in Preschool Promise who wish to transfer to a different site.

  • Children who are enrolled at a Preschool Promise site whose family has been paying out of pocket (or by some other means).

  • Siblings of children currently enrolled in a Preschool Promise Program.

  • For some school districts, children living within the school catchment area.

Additionally, DELC and Early Learning Hub regions are committed to serving children who are currently or historically marginalized and/or furthest from opportunity, to increase equitable access. Our region’s priority populations have been identified as:

  • Children/families who are emerging language learners

  • Children with special needs who have an Individualized Family Service Plan (IFSP)

  • Children who live in rural/geographically isolated communities where there is no Preschool Promise

  • Children living in socially complex families: including children of teen parents; parental incarceration; parent receiving treatment for substance abuse; parents who have cognitive limitations/intellectual disabilities; and student parents.
